Who We Are

The DOWRA was established in the fall of 1996 to promote the ideals and importance of the use and reuse of wastewater. Wastewater is the water that has passed through the plumbing system of your house. The recycling of water is vital to the environment, wildlife, and humans. DOWRA wants to inform homeowners, politicians, real estate agents, and the on-site industry of the importance of the need for on-site wastewater treatment and disposal systems.

On-Site wastewater treatment and disposal systems are found in various forms such as in individual on lot systems, large/community systems, spray irrigation or small treatment plants. DOWRA members represent every aspect of the industry from the site evaluator to the waste hauler. The membership combines the knowledge and experience of some of the best individuals within the State of Delaware as well as the Delmarva Peninsula. The Association is a part of a larger organization, NOWRA. NOWRA, The National On-Site Wastewater Recycling Association, contains the expertise of the industry from the entire nation and the world.

What We Do

  • Establish uniform performance standards for design installation, and servicing of onsite treatment systems.
  • Promote the need for regular service and maintenance of onsite systems - regionally and nationally.
  • Establish guidelines and materials to train and certify onsite operations/maintenance personnel.
  • Communicate information among members as well as to organizations, agencies and individuals concerned with onsite treatment systems.
  • Collect and disseminate statistics, studies and other facts affecting the onsite wastewater recycling industry.
  • Educate the public concerning the value of recycling wastewater and the need for properly designed and maintained onsite treatment systems.
  • Assist in the development of sound ecological practices and expand the national awareness of the important economic contributions of onsite treatment systems.

Since its inception in 1999, IOWWA has worked to educate both the members and public about the benefits of quality onsite wastewater treatment. IOWWA is one of the largest state organizations in the country focused on the onsite wastewater industry. Our members number some 400 and include regulators, installation contractors, maintenance contractors, soil scientists, engineers, manufacturers and educators. These people join to make IOWWA a diverse and well-balanced organization.

IOWWA is directed by a board of members elected by the association. The Board of Directors consists of 10 members that equally represent five major groups in the organization; contractors, regulators, manufacturers, maintenance providers, and other representatives (e.g. designers, soil scientists, educators). The Board of Directors meets regularly to conduct the business of the organization, address current issues, and plan future activities.

IOWWA supports onsite waste water system inspections at time of property transfer. IOWWA supports mandatory certification of installers, designers, regulators and maintenance providers. IOWWA is currently working to establish a voluntary certification program for on site system installers, designers and regulators.

IOWWA is a constituent state member of the National Onsite Wastewater Recycling Association (NOWRA), the largest organization within the U.S. dedicated solely to educating and representing members within the onsite and decentralized industry.

The Iowa Onsite Waste Water Association works to support its members, promote the onsite waste water industry, and to ultimately improve water quality in Iowa.

Seven counties now require onsite installers to be certified through the National Environmental Health Association’s Certified Installer of Onsite Waste Water Treatment Systems national credential.

According to the spring 2010 newsletter of the Iowa Onsite Wastewater Association, the certification was first required in Bremer County in 2008. The group reports that 158 installers in Iowa hold the credential, more than in any other state. IOWWA is assessing the requirements for credentials or continuing education in all 99 counties.
